What level should you aim for?
Aim for phosphate as close to zero as possible. Plants only need trace amounts, between 0 and 0.25mg/L (PO4-P). Higher levels feed algae. In time, they can also upset the mineral balance in your fish.
If your level is too high
Regular partial water changes are the first step. Use dechlorinated tap water. Also, test your tap water for phosphate. Otherwise, you may add more with every water change. If levels stay high, a phosphate-binding treatment or filter media can help.
